New York company provided transportation for drug ring

BUFFALO, NEW YORK. -- The owner of a Buffalo-area trucking company helped handle the transportation side of a major drug ring that smuggled marijuana and cocaine in from Mexico for sale in the United States, authorities said Thursday.
Peter Halas III, 63, of suburban Blasdell, was among 240 people arrested throughout the United States and Mexico this week following an 18-month investigation involving federal, state and local authorities.

In Washington Thursday, Attorney General John Ashcroft announced the indictment of the alleged ringleader, Mexican drug kingpin Ismael Zambada-Garcia and two top deputies.

Buffalo, New York law enforcement authorities said Halas' role in the operation was significant.

"Halas ... was the individual who was responsible for the transportation cell that delivered a good deal of the cocaine and marijuana from Mexico to various cities throughout the United States," said Mark Peterson, resident agent in charge of the Drug Enforcement Administration in Buffalo, New York.

Peterson detailed the lengths to which members of the operation went to hide the drugs, which he said were transported in vehicles hauled by unwitting drivers. In one instance, 81 pounds of cocaine were concealed in the floorboards of an SUV intercepted in Chautauqua County on its way from Arizona to New York City in May, he said.

If diluted and packaged for sale on the streets, the cocaine could have been worth more than $10 million, authorities said.

"When I say concealed I'm here to tell you I mean it," Peterson said. "They had to remove the seats and the carpeting in the Republic of Mexico, cut hollows into the vehicle itself, conceal the kilogram loads of cocaine within it and reassembled it, welded it, sanded it, painted it, and replaced the carpet and the seats so as to avoid detection."

A three-count indictment charged Halas, who has two prior felony drug convictions, with conspiracy. If convicted, he could face 20 years to life in prison and an $8 million fine.

The indictment also charged Daniel Lang of Arcade and Steven Silva of Tucson, Ariz., with conspiring with Halas to move the drugs.

Halas' two adult children, Brenda Halas-Michels, 37, and Joseph Halas, 34, were charged with conspiracy for allegedly helping their father.

Also arrested were roughly a dozen other western New York residents believed to be customers of Halas, authorities said.
